乙炔法生产聚氯乙烯树脂，是乙炔跟氯化氢加成为氯乙烯的反应过程，一定要有催化剂存在下进行。目前，生产上使用的反应效果好的催化剂只有氯化汞，由于氯化汞是剧毒化学品，因而要尽量清除生产系统内氯化汞外排。吉林省四平联合化工有限责任公司安全环保部与聚氯乙烯总厂，经反复多次研究、试验，终于比较满意地解决了氯乙烯工段合成氯乙烯水洗塔污水中含汞量过高的问题，达到低于国家排放浓度的排放要求。
该公司氯乙烯合成工序转化器送出合成气经活性炭脱汞罐，既到水洗塔中和除去合成气中反应过剩的氯化氢，同时洗掉夹带的氯化汞。2000年以前经采样，污水中含汞量一般在0.02~0.08mg/m＜sup＞3＜/sup＞之间波动，很少达到0.01 mg/m＜sup＞3＜/sup＞，基本上含汞超标1倍到数倍。
氯化汞是一种会升华的无机盐，氯乙烯转化器送出合成气温度一般在130~150℃左右，在这个条件下，脱汞罐中活性炭吸附升华的氯化汞效果比较差，当然合成气水洗排水会超标。2002年公司停车大修时，发现脱汞罐和水洗塔之间管道壁上粘一层很厚的氯化汞，原因查出后，该公司决定在脱汞罐前后各加1台石墨列管冷却器，降低合成气进脱汞罐的温度至40~50℃，提高脱汞罐活性炭的吸附效果，减少氯化汞升华，同时，降低合成气进水洗塔温度，尽量避免氯化汞进入污水。
该公司安全环保部监测站按规定每月抽样分析不少于4次，其测定结果如表1所示。

通过改造，脱汞效果有所提高，但采样分析合格率平均只达92%，说明有必要进一步完善。
通过第一次脱汞系统改造，该公司合成气脱汞效果提高了，但不理想，还出现污水含汞超标，而且，目前公司的生产能力扩大（PVC树脂4万t/a），若不采取技术措施，污水含汞还会更严重。经过反复研究，该公司最后决定把现有的2台脱汞罐并联投入运行，目前脱汞系统的生产流程如图1所示

按这个流程脱汞，在PVC树脂4万t/a能力下运行，已正常运行2年。该公司脱汞系统经过2次改造后，有几个明显的优点：
1、氯乙烯合成生产能力扩大了，只有把原有的2台脱汞罐并联投入运行，才会达到产量大、反而合成气在脱汞罐内流速慢、相对停留时间延长的效果，更有利于吸附。
2、脱汞罐前后各增加1台石墨冷却器，降低合成气温度，减少氯化汞升华，提高了脱汞罐的活性炭吸附效果。
3、PVC工段的2台脱汞罐并联投入生产，开车时一定要保持1台全新活性炭，1台半新的恬性炭，交错使用和更换，不改变原有的管理方法。
4、根据一年多的采样分析（改造后水洗塔排出污水含汞测定数据见表2）。
